So I took a riding lesson one time and there was a QH/Mustang mix mare. She kept nudging me when I was leading her around and when we stopped she stuck her head over my shoulder. What does that mean?

I agree with Jericho - the mare was most likely searching for treats.
I once had a gelding QH that was extremely pushy when I bought him because he was used to "I nudge a person, I get a treat" mentality because his past owners thought it was cute.

I never allow my horses to nudge and push me. It's very disrespectful and if they're going to push me around then I can't trust them not to nudge my 3 year old nephew and knock him flat or push my boyfriend who knows nothing about horses.

People are always mistaking nudging for "wanting cuddled" and affection, horses aren't cuddley animals. They may put up with us wrapping our arms around them occasionally, but they actually don't particularly find a whole lot of pleasure in it. Nudging is bad manners and something I find very annoying.
