We had the police show up at our house to do a welfare check but we don't know why it's been a rough couple months so it really scared us (check the snark factory for that fun stuff)

Since round pens aren't a premium thing, I should think it would be allowed, but the horse has to train every day for quite a while to get benefit from a round pen. It only gains a couple percent training per day. Plus there's a training fee on top of owning the round pen, so you'd have to pay that. Plus there's a limit to how many horses you can train in the round pen every day, which means most people probably wouldn't be agreeable to that.

I think that's kind of a gray area. "Boarding" is allowed, although not recommended because you run the risk of not getting your horse back. I would say round pen training could fall under boarding.
