Why is it you very seldom see a PON in the auction. If there is you will see one pon. Most of the horses a ISH. Is this because more ISH in game and not so many PON?

Short answer, yes.
PON are a rarer breed, and it's very hard to get decent ones, so you see very few in the auctions n, unfortunately.

Yes, it is largely because there are so many ISH and so few PON. And with the new rule that Adam's Auction only picks up PEE+, that makes the chance even lower as not many PON breeders will want to free range their PEEs because they are so few and valuable.
