I'm looking to start practising art as a hobby, although I've no idea where to start. So I figured a program would be good? What sort of programs do you recommend for a beginner? I use a Surface Pro 6 tablet/laptop.

I highly recommend Affinity Photo. It's not free but it is certainly cheaper than Adobe Photoshop (which it is very similar to). There's plenty of tutorials on YouTube to help beginners get a hang of the different tools. :)

I use a MacBook Pro so I am unsure if it is available on a Surface Pro.
