Banner sizing help

This is my banner that I made and am trying to put on my stable. On Ibis Paint it says the file is 699 x 150, but it still tells me it doesn't fit. I would love a little help :) also how do all of you seasoned artists on this game keep your quality from going down drastically?

Try 669 x 150 ;)

Yeah the numbers have to match exact, 669x150 will work
