That is why I said, basically.
The letters correspond to what would be considered equal ratings.

If I remember correctly, when E was added, it just became the *top fraction* of what the P ratings already had as far as numerically programmed in the game. But when the W was added, the scale got some higher numbers added in to accommodate for the higher rating.

But that was many sleeps ago, so would not bet $$ on it
