I am working on my 3rd account and I have paid my accountant and I bred a Premium foal (both quests) and they are still showing that I need to complete them.

The quests won't show as completed if you paid the accountant or bred the foal before you had the quest listed. You will need to pay the accountant again and breed another premium foal to complete them.
