Club Breeding price issue

The club breeding feature is giving me a bit of trouble. When I breed to a stallion with a lower club breeding price for a club I am a member of, it charges me the higher public amount amount. If the the public price is more ebs than I have, but I can afford the club price it won't let me breed.

Any help would be appreciated. :)
